About the Interstate Commission for Adult Offender Supervision
Wisconsin is a member state of the national Interstate Commission for Adult Offender Supervision (ICAOS, the Commission), which is codified at Wis. Stats. 304.16. The purpose of the Commission is to provide the framework for the promotion of public safety and protect the rights of victims through the control and regulation of the interstate movement of offenders in the community. The Commission has day-to-day oversight of the compact between states. All 50 states, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands are members of the Interstate Compact for Adult Offender Supervision (the Compact).
The Wisconsin Interstate Compact (IC) Office is in the Division of Community Corrections and includes the commissioner/compact administrator, deputy compact administrator and two office operations associate positions. Twelve region compact specialists are also considered members of the IC Office for program-area responsibilities.
Our role in the WI IC Office includes, but is not limited to: enforce the rules of the ICAOS; maintain compliance with standards (activity deadlines); serve as point-of-contact for other states and work to resolve disputes; provide training to DOC staff and criminal justice partner agencies; review/approve recommendations of DOC staff relating to supervision and transfer of community supervision; and provide a bridge to DOC central records and extraditions for tracking offender and case status. WI IC has primary responsibility to maintain user accounts and review/approve actions submitted in the Interstate Compact Offender Tracking System (ICOTS).

The Interstate Compact Offender Tracking System (ICOTS) Public Web Portal allows the public to search for information about offenders who have transferred supervision to another state or are in another state with permission while the transfer of supervision is under consideration.
Initiate An Interstate Transfer

Interstate Compact Fee
There is a fee to process an application to transfer community supervision out of Wisconsin to another state. The fee is $150.00 per application which must be paid by a cashier's check, money order or credit card. The fee can also be paid directly from an inmate's account. Furthermore, family and friends are allowed to pay the fee on behalf of the offender. A form can be mailed to the family member to return with payment. Forms are available through corrections social workers and agents. There are no exceptions to the fee. The transfer fee must be paid prior to application of the transfer to another state. Transfer application fees are non-refundable.
Payment of the transfer fee does not guarantee acceptance by the receiving state. If a transfer request is denied due to the plan not being valid, or the receiving state is not able to verify the information, an offender may submit a new plan. Your agent or social worker will verify residence information, including contacting the resident host, prior to submitting the transfer. It is important to submit accurate and up to date information on transfer requests to improve likelihood of acceptance.
The application fee will apply for each new plan submitted. If a transfer request is denied due to technical reasons (such as missing information), the social worker or agent may re-submit at no additional cost to offender.
