​Jared Hoy, Secretary

Jared Hoy serves the Department of Corrections as Secretary, bringing over two-and-a-half decades of leadership and expertise in criminal justice, corrections, and organizational management. Throughout his career, Jared has been a steadfast advocate for evidence-based practices and systemic improvements. Jared is committed to fostering trust, enhancing stability, and driving efficiency within the Department to better serve individuals, staff, and communities.

Jared began his career in corrections in 1999 in Minnesota, holding roles including youth counselor, field agent, and research analyst. In 2007, he joined the Wisconsin Department of Corrections, supervising two community corrections offices in northern Wisconsin. Demonstrating a strong commitment to public safety and rehabilitation, he transitioned to Madison in 2012 as Program & Policy Chief for the Division of Community Corrections, where he played a pivotal role in shaping statewide policy initiatives.

Jared later moved into the Secretary’s Office as Policy Initiatives Advisor, where he led the implementation of the state’s evidence-based risk/need assessment. This initiative, grounded in research-based principles, strengthened the Department’s ability to prioritize resources, improve public safety, and promote accountability. In 2018, he was appointed Assistant Administrator and subsequently Administrator in the Division of Management Services, where he guided key administrative functions — including budget management, information technology, and infrastructure planning — to align with the Department’s evolving needs and long-term goals.

As Secretary, Jared is dedicated to advancing the Department’s strategic vision, shaping policies that enhance operations, and ensuring alignment with best practices in public safety and rehabilitation. His leadership reflects a commitment to strengthening the Department’s foundation while driving forward i​nitiatives that balance accountability, innovation, and the evolving needs of Wisconsin’s communities.

Jared holds a Bachelor’s Degree in Psychology and a Master’s Degree in Counseling and Therapy. His work demonstrates a deep understanding of the complexities of corrections and a vision for continuous improvement that ensures the Department is well-positioned to meet future challenges.

Mary Kay Sergo, Deputy Secretary​

​​​Mary Kay Sergo serves the Department of Corrections as Deputy Secretary, drawing on decades of leadership experience in corrections, organizational development, community-based programming, and entrepreneurship. Mary Kay began her career with WIDOC, serving in a variety of roles including Correctional Officer, Captain, Program Director, and Superintendent before becoming the agency’s first Reentry Director. In this role, she led the implementation of evidence-based practices and innovative strategies to improve outcomes for individuals transitioning from incarceration, recognizing the critical role of professional direct service and supervisory staff — both uniformed and non-uniformed — across all four divisions of the Department of Corrections in bringing these initiatives to life.

Mary Kay has also contributed to community-based efforts in several states as a consultant and in Milwaukee by serving as Director of Revitalization Services for a nonprofit organization, where she oversaw holistic family initiatives aimed at supporting youth and adults in achieving stability and growth. Her extensive experience in fund development, securing resources to support organizational goals and sustainable, innovative programs and initiatives, stems from her work as the founder of Mindful Kollaborative Strategies (MKS) and her prior roles. Through MKS, she provided consulting services in reentry, staff retention, and workforce development, while also advancing policy initiatives and system reforms globally in collaboration with the U.S. State Department’s Bureau of International Narcotics & Law Enforcement Affairs (INL).

A strong advocate for collaboration and well-being, Mary Kay also established a wellness-focused retreat space, reflecting her commitment to creating environments that nurture authentic human connections. She holds a Bachelor’s Degree in Organizational Administration from UW-Oshkosh.



​​Melissa Roberts, Assistant Deputy Secretary 

Melissa Roberts serves the Department of Corrections as Assistant Deputy Secretary. She is well-known and respected throughout our agency, due to a track record of success throughout her distinguished career in WI Department of Corrections. Melissa most recently served as the Administrator to the Division of Management Services (DMS), overseeing the Department's budget, information technology, records, fiscal, procurement, contracts and risk management bureaus. Prior to her current role, Melissa served as Assistant Administrator in DMS. 

Melissa's vast experience across many jurisdictions in criminal justice uniquely prepares her for her new role. Melissa started her career with DOC in the Division of Community Corrections as a Probation and Parole Agent, and then as a Field Supervisor. She continued her work in DCC, later promoting to the Director of Sex Offender Programs. In 2010, she joined the executive ranks in the Secretary's Office, serving as both Executive Assistant and Legislative Liaison. In 2015, Melissa broadened her experience in Corrections by accepting the Director of Parole position in Colorado DOC. Melissa returned to WIDOC in 2018, working as the Assistant Administrator in DAI and Director of the Office of Detention Facilities. 

Melissa holds a Bachelor of Arts in Criminal Justice and Psychology, and was recognized with UW Platteville's Achievement in Criminal Justice Award in 2013. She has served on a variety of state and national councils in the field of corrections.​​
