Overview

Opening in November 2026, the Southeast Regional Care Center for Youth (SERC) represents a new approach to juvenile corrections in Wisconsin, focusing on rehabilitation and healing, structured problem-solving, lasting prosocial skills, accountability, independence, and community connections that encourage youth growth and development. The center, which will be home for up to 32 boys, emphasizes education and rehabilitation.

The Milwaukee location was intentionally chosen to allow youth placed under Department of Corrections supervision to remain close to their families and community resources.

SERC offers a range of spaces and services to support youth development and well-being, including educational facilities, a gymnasium, indoor and outdoor recreational areas, a health services unit with dental and vision care, psychological services, chapel, music studio, and woodworking and welding workshops. The center is partly powered by a solar array on the roof. Youth will be able to interact with solar panel data on the center’s computers and observe its impact on energy use in real time.

By providing a trauma-informed, therapeutic environment, SERC aims to support a lifestyle of behavioral change, promote successful community reintegration, and reduce recidivism.
